Oo nga pre, paano nila hahatiin ang Pinas into federal states. By region ba? naku paano naman yung mga maliliit at mahirap na lugar kung magkaganoon. Hindi kaya madadagdagan ang pwersa ng mga local na mga Dynasties if you know what I mean mga pre? What say u?

cguro Ok lng na magkaroon ng dynasty basta mapaunlad nila ang kanilang lugar. maganda na itong mahati s states para matuunan ng pansin ung pagpapaunlad ng sariling lugar. i really like this proposal. bkit kaya di naisip ito ng mga mambabatas noon pa?

malamang preng master, magsisismula yan sa existing administrative regions then maybe merge smaller ones...

preng darfur, may tama ka na bakasakaling mapagtuunan ng pansin this time ang respective areas nila... pero if it will be the same officials lording over their respective states, may magbago kaya Huh?  with their existing capacities, they could have improved the lives of their constituents even if we don't go with federalism di ba?

sana, if we indeed go to federal form of gov't, overhaul the administration from top to bottom... elect "fresh" leaders every term of office... walang reelection! during elections, existing leaders either go up one level after their term or quit... this will surely minimize if not kill corruption heheh Grin

11 federal states

The joint resolution aims to change the "highly centralized system of government" in Manila, which has "brought about a spotty development of the nation where preferential treatment has been given to localities whose officials are friendly with or have access to an incumbent administration."

It said the "lopsided arrangement has spawned a host of problems, including massive nationwide poverty to runaway insurgencies and rebellions that feed on the social inequalities in the nation."

"The federalization of the Republic would speed up the development of the entire nation and help dissipate the causes of the insurgency throughout the land, particularly the centuries-old Moro rebellions," the resolution said.

The 11 federal states called "centers of finance and development" to be created would be: Northern Luzon, Central Luzon, Southern Tagalog, Bicol, Minparom (Mindoro, Palawan, Romblon), Eastern Visayas, Central Visayas, Western Visayas, Northern Mindanao, Southern Mindanao, and the State of Bangsamoro.

Under the resolution, the President and the Vice President will be elected and will serve a term of six years with one re-election. The President and Vice President will be voted as a team.
The resolution also calls for the election of six senators in each of the 11 component federal states.

Nine other senators will be elected to represent the Filipinos overseas. This will expand the membership of the Senate from the current 24 to 75 members, according to the resolution.

Meanwhile, members of the House of Representatives will be elected by district but limited to a maximum of 350.

The resolution provides that the senators will serve for a term of six years and congressmen, three years. The senators will be limited to two terms and congressmen, four terms.

Pimentel had said his proposed mode of electing senators would considerably lessen the cost of elections and keep victors from resorting to corruption to recover campaign expenses and pay off poll-related debts.

'Fresh Charter change attempt already dead in House'

Malacañang's revived moves to change the 1987 Constitution for a shift from presidential to a federal form of government will be killed by congressmen, an administration ally in the House of Representatives said Friday.

"For all intents and purposes, any proposal for Charter change, even if it's forced, will be dead," Camarines Sur Rep. Luis Villafuerte told radio dzMM.

Villafuerte said the House of Representative's strong opposition to Charter change was evident when 136 of its members voted for General Santos City Rep. Darlene Custodio's resolution calling for a re-examination and renegotiation of the Memorandum of Agreement on Ancestral Domain (MOA-AD) entered into by the government with the Moro Islamic Liberation Front.

"If the sentiment of an overwhelming majority of the House is for renegotiation, there is nothing to take up with respect to any Charter change proposal that relates to Bangsamoro [homeland]," Villafuerte said.

He said even if Speaker Prospero Nograles decides to call on the administration's allies to vote for Charter change, it will fail.

Busy for 2010 polls

Villafuerte said congressmen, even the staunchest allies of Malacañang, will not support the fresh moves for Charter change because political parties are all busy preparing for the 2010 presidential elections.

He said party-members of the majority coalition in the House, including Liberal Party, Nacionalista Party, National People's Coalition, Kampi and even Lakas, are already preparing for the 2010 presidential elections.

"Many members of the majority coalition in the House will not go for a Charter change at this time because if there is a proposal to change the system of government, it will affect their own presidentiable," the veteran lawmaker said.

He said the political parties are already busy choosing their presidential candidate for the 2010 elections.

Pimentel’s resolution not feasible

Aside from political aspirations for the 2010 national elections, Villafuerte said majority of congressmen are against Sen. Aquilino "Nene" Pimentel's Joint Resolution 10.

"The kind of federalism that Malacañang is pushing is not feasible," he said, citing Pimentel's earlier statement that his proposal for a federal form of government is not the same as Malacañang's.

He said the federalism proposal of Malacañang wants to "dismember the Republic of the Philippines."

Villafuerte said whoever is the proponent of Malacañang's type of federalism should be ready to give other regions the kind of accommodation it is giving the Bangsamoro.

"In Bicol, we should be able to enjoy the same rights, benefits and powers that they are giving to the Bangsamoro. An exclusive privilege to develop our own natural resources, to set up our own system of governance, set up our own civil service, electoral laws, banking system," he said, adding that giving every region the same power and rights "is impossible.

Senate President Manuel Villar, meanwhile, clarified that Pimentel’s resolution is not yet approved by the Senate.

Villar said the Joint Resolution 10 is just like any other bills or proposed resolutions filed before the Senate. He said debates for the resolution have yet to be endorsed by a committee.

He suspects that Pimentel’s resolution is being used by Malacañang as a diversionary for a bigger move in the House.

Advisers change not Cha cha

Villafuerte said Mrs. Arroyo doesn't need Charter change right now. "What she needs is advisers change," he said.

He said Mrs. Arroyo is ill-advised from the MOA-AD with the MILF up to the bringing up of the shift to federalism.

The congressman said he has been asking around their allies to identify the people who have been giving Mrs. Arroyo the wrong advises.

He said a lot of Malacañang allies in the House have become disgruntled. He said majority of the congressmen, including him, were out of the loop while the MOA-AD and the fresh moves for federalism are being conceived by Malacañang.
