If we have Filipino Teachers within Muang Thong Thani i would like to invite you for a brainstorming if we can do this and willing to work as part time English tutors. We will be renting a new space at the ground floor of one of the Popular Condo in Muang Thong Thani and this place was used before as an English Tutorial place.

You can contact me at my cell: 0877008910 (Jojo) ...

Language Centers do not fall under the Teachers' Council of Thailand. It's private business and its teachers do not need to apply for a license. But of course start inquiring on applying for a company's name and license to operate. My advice is to start with small tutorial class without necessarily ADVERTISING the name of your "center."  Otherwise, you'll be operating illegally.

love isn't a decision, it's a feeling...if we could decide who we love it could be much simpler but much less magical...

You need to apply for permission from MoE to open a tutorial center but no license is needed to do the tutoring. Just go ahead and do your tutoring but becareful. If your work permit stated that you can work only as teacher (or some other job) but you also do the tutoring, that's violation of the work permit. You can have your work permit cancel if discovered.
