Why do some Filipinos pronounce F as P, and P as F?

For example, the word FERNANDO POE. They will say it as Pernando Foe? The thing here is that, they can say the word Pernando which is P sound and Foe which is F sound. But why can't they just pronounce the letter F as in Fernando and P as in Poe? Hehehe. Did you get what I mean?

di nga ba ang origin ng "Pilipinas" ay "Filipinas"

at pinalitan ang "Pilipino" sa "Filipino"

ang "papa" ginawang "fafa" Grin

kaya no wonder na tongue twisting na ang F/P

ayon naman sa aking kaibigan an pinagpipilitang "Mr. Repama" ang "Mr. Refama" ...
maarte daw kung gumamit siya ng "F".

oo, yan po ang kanyang dahilan....maarte ang Pinoy kapag gumamit siya ng "F" sa kanyang pananalita...
